Compare places, not digit counts

Compare whole-number parts first, then tenths and hundredths. 0.64 is greater than 0.46 because six tenths is greater than four tenths.
To round a one-decimal-place number to a whole number, find the nearer whole. 4.3 rounds to 4; 4.7 rounds to 5. For positive halfway examples such as 4.5, round to 5.

I order 2.08, 2.18 and 2.81 by comparing tenths, then hundredths when needed.

Order 1.35, 1.53 and 1.05. Round 6.4 and 6.5 to whole numbers.
