Choose an appropriate precision

Rounding depends on the requested place. To round 347,820 to the nearest ten thousand, compare 340,000 and 350,000. It is above their midpoint, 345,000, so choose 350,000.

An approximate attendance may be rounded, but an exact seat allocation cannot ignore spare people. Explain why the chosen precision suits the question.
